Certificates and Enemalta connections

The completion certificate, the schematic and ARMS Form A — the paperwork a meter, a sale or an insurer needs.

Malta's regulations make certification mandatory for every new installation or rewire that needs a connection, every alteration between the meter and the main board, and any supply that has been off for more than six months. The certificate is a REWS-approved form signed by the authorised provider who built and tested the installation, and you receive a copy with the wiring layout.

For a new meter, ARMS Form A carries a technical certification section — the switchgear, the earthing arrangement, and a declaration of inspection and testing under S.L. 545.41 and S.L. 545.24 — that only an authorised electrician can complete, with a copy of their authorisation attached. Enemalta's connection fee is €300 for single-phase, €600 for three-phase 40 A and €900 for three-phase 60 A, plus €23.29 per metre beyond seven metres, and the application needs the Planning Authority compliance certificate number and photographs of the meter position.

There is no published Maltese fee for a certificate or an inspection report, and the law sets no fixed interval for periodic testing — the provider recommends one. Enemalta's fees are fixed and separate. The certificate line is quoted on site, usually as part of the job it certifies; fault finding is shown for what an inspection may lead to.

Questions people ask

Do I need a certificate to sell or let?
Malta has no compulsory household electrical safety certificate for a sale or a let. Buyers, insurers and Enemalta ask for one in the situations above, and a periodic inspection report is the sensible thing to have on file for a rental.
Who can sign the Form A declaration?
An authorised electrician for installations up to 300 A per phase, or a warranted electrical engineer above that. The authorisation or warrant number goes on the form.
