A Maltese home is normally supplied single-phase at 40 A, and regulation 23 says motor loads above 1.5 kW should be three-phase with starting-current limitation unless Enemalta waives it. Pool pumps, lifts, workshops, multiple air-conditioning units and an EV charger all push a property in that direction. Since the 2024 amendments there is a new 40 A three-phase residential service alongside the 60 A one.
Only an Authorisation B electrician can certify three-phase work. The job is the ARMS application, a four-pole intake with the protection regulation 21 requires, a new distribution board with the loads balanced across the phases, and the certificate. Enemalta's connection fee is €600 for 40 A or €900 for 60 A, with a higher annual service charge afterwards.
Every three-phase upgrade is different: the intake, the route to the meter room and the board all change the number, and no Maltese guide publishes one. Enemalta's own fees are fixed — €600 (40 A) or €900 (60 A), plus €23.29 per metre beyond 7 m — and are separate from the electrical work.
